Established to address evolving transportation challenges, NC-TIC fosters collaboration between government, academia, and industry. Through initiatives such as the Minorities in Transportation Tech Initiative (MITTI) and research partnerships with University Centers of Excellence, the program promotes workforce diversity, advanced technologies, and sustainable infrastructure practices. Recognized nationally for its achievements, NC-TIC has positioned North Carolina as a leader in innovative transportation solutions and serves as a model for other states.

Led the $40 million redevelopment of a historically underserved neighborhood into a thriving, mixed-income community. This transformative initiative prioritized affordable housing, green infrastructure, and long-term community resilience while improving public spaces and infrastructure. The redevelopment addressed critical gaps in access to housing and resources, providing economic opportunities for residents and setting a national benchmark for equitable urban revitalization. Partnerships with local organizations and businesses ensured sustainable growth and inclusivity.

Developed a think tank to position Charlotte as a leader in urban innovation and global competitiveness. ReThink CLT brought together business, civic, and political leaders to explore transformative opportunities in transportation, smart infrastructure, and economic development. Public forums, such as “Using Mobile Access & Technology to Shape Charlotte’s Future,” engaged thought leaders to develop actionable strategies. The initiative also included international collaboration, with lessons drawn from global hubs like Barcelona, and resulted in white papers that influenced regional planning and policy.

Revitalized a state-owned aerospace and logistics hub, transforming it into a competitive economic driver. By attracting private investment and strengthening the state’s capacity for advanced manufacturing and logistics, the project generated high-quality jobs and boosted regional economic growth. Strategic planning and alignment with market trends ensured the NC Global TransPark became a model for leveraging underutilized assets to achieve long-term success.

Provided strategic planning and execution for the Southeastern United States Japan Conference, which fostered economic and cultural exchange between Japan and the southeastern U.S. DL Howard Consulting organized key aspects of the event, including the Host State Welcome Reception at the Mint Museum, which showcased regional strengths in business and culture. The conference enhanced trade relationships and investment opportunities, solidifying the southeastern U.S. as a pivotal partner in global commerce and creating a platform for long-term international collaboration.

Created the Strategic Equity Agenda (SEA-Change) plan to advance equity within the North Carolina Department of Transportation (NCDOT). SEA-Change focuses on equitable access to transportation services, workforce diversity, minority contracting, and community engagement. By addressing systemic inequities and leveraging data-driven strategies, it integrates equity into transportation policy and planning, positioning NCDOT as a leader in inclusive development.
